As a starter you should prefer to purchase a complete drumset.

You need to have five toms: the bassdrum, the snaredrum and two tom-toms and one floor tom.

Secondly you need to have a solid hardware set, containing the snarestand, cymbalstands (straight- and boomstand), drumthrone and the action hardware, namely footpedal and hihat machine

At least you need a reasonable cymbals set, consisting of the hihat cymbals, the ride- and the crash-cymbal.

Keep an eye on the set
Pay attention to buy a fully equipped drumset. Even drumsets with only one cymbalstand are advertised as fully equipped sets. Sooner or later you'll have to buy another cymbalstand and a crash cymbal. The drumthrone often isn't part of those announced sets as well . So, keep an eye on this!

A matter of size
The height of the drumset depends on the size of the bassdrum. A 22" bassdrum is higher than a bassdrum with 20". Thus the tom-toms of a set with a 22" bassdrum are hanging higher, which means the whole drumset is higher. Which drumset may be suitable for you dependes on your own body height, so it'll be comfortable for you to reach all tom-toms and cymbals. Just have a try at your local dealer and you'll know which size is the right one for you.
